Was no one concerned that Jenna had a serious case of amnesia?

if my friend woke up not knowing who i was or who her boyfriend was i'd think she had amnesia, not that she was hungover or doing drugs

Not that Tom-Tom/Lucy was all that great of a friend or anything, but I agree with you. If I had a friend who woke up one morning not knowing who I was or who their boyfriend was or just generally not knowing who anyone they should know was, I would be concerned and think they had amnesia instead of thinking they were on drugs or hungover.

Once upon a time there was a magical place where it never rained. The end.

well it was matt too who thought she was on drugs

I think in a way Lucy may have taken advantage like she did with the fashion line. She didn't think that it would harm her chances and Jenna was able to function once she adjusted.

Her "best friend" Tom Tom was fake and used this to secretly make fun and take advantage of her. She didn't give a damn about Jenna's well-being.

And the sleezy boyfriend obviously only wanted sex and nothing more.

The whole point of the movie was that the "glamorous" life Jenna thought she wanted, wasn't really glamorous at all.

That Tom-Tom girl was a fake friend who made fun of her behind her back and turned her against Matt (her best friend).
