Simply put, I don’t think that’s the way Peter is. It’s not in his nature. He probably meant to defend himself but he was no doubt too shocked by Harry’s actions to do anything. I might be totally wrong but this is the way I see it.

This scene always makes me cringe, I always feel so sorry for Peter.
