It has been a few years since you posted your question about City Confidential. I don't even know if you will get this message, but the following story should intrigue you.
I too had been watching the show for years picturing the same fat mustached bald man as the narrator. I too was shocked when I discovered it was Paul Winfield. I happened to stumble across your question in the forums and thought it very coincidental. I read all of the other comments and their suggestions, but none of them were right. I could picture the man in my head and hear his voice. I pictured him in a stetson hat and a trench coat smoking a cigar standing over a crime scene. It has been driving me crazy for months.
Tonight I am sitting here watching Matlock. Matlock walks into the police station and talks to the chief who is a black man who sounds like Paul Winfield. It isn't him, but it gets me thinking. The fat bald mustached white man has probably done a guest appearance on Matlock at some point in time, so I go to IMDB's Matlock page and start scrolling through the cast lists hoping to stumble across a picture of the fat bald mustached white man. In the next scene, Matlock meets with the prosecuting district attorney, I hear the voice.... Paul Winfield??? Nope, I look up and who is sitting across the desk from Matlock in the DA's office? None other than actor William Conrad, the fat bald mustached white man. I am positive that he is the same voice that you have been searching for.

By God I think you nailed it. For years, this bothered me, and now it makes perfect sense.
Okay, now I got another question though. I thought William Conrad was the name of the actor that had the commercial where he challenged you to knock the battery off his shoulder. Only he looked nothing like THIS William Conrad. And THIS William Conrad is the only one that turns up in IMDb's search engine, so I'm obviously thinking of a different person's name.
