If they knew the bald chick


...was the list, why didn't they just kill her as soon as they found out? Wny do it in the middle of her performance, where it would attract attention, and everyone would also find out she was bald and had names tattooed on her head?

Dude, this kind of film is for comedy and pure entertainment only.
If you care about plot and acting, you sure would be disappointed and this isn't main target of the film anyway.

Most of the movie made no sense.It had funny parts but it ends the same way with someone who you didn't expect as the bad guy. That bald chick should have been killed years ago if she is on freaking poster boards.

Because it's a rule of these films that bad guys can't have common sense and do things the easy way, they have to go about their plans in the most complicated, inefficient way possible. Another rule is that the supervillain who captures James Bond can't simply take out a gun and snuff 007 right there and then, but must explain what his plans are, and then stick Bond in an overly elaborate and exotic but necessarily escapable "trap", then not stick around to be sure Bond's dead but simply trot off and assume it worked.

didn't expect? Come on! The second MVW appeared on screen, it was obvious he was the bad guy (mostly because they had the exact same twist in RH 1)
