Why couldn't the pelican scoop up nemo?

Why couldn't the pelican simply scoop up the fish and fly them to the ocean? There was plenty of time to do this - instead of blabbering about Marlin and his escapades. Yes, I know the aquarium has a lid - but they could have timed everything with the tank cleaning. This seemed like the biggest plothole in the movie, to me.
