Question about Franks mother (spoilers)

Near the end of the movie after Frank has been arrested and is taken back to America, he escapes from the plane and goes back to what was his family home.

When he gets there he sees a little girl through the window and asks where her mother is, to which the little girl points to a woman sitting in the living room.

Is this woman Franks mother? Has she gotten remarried and had another child?

Yeah, she did. It's meant to highlight the sad condition of our protagonist. His dad is dead, his mother (who wasn't a good mother in the first place) has moved on from him, and he's now arrested. What does he have left? Then the movie shows how Frank befriends Carl and starts a career in bank fraud, and we see the redemption arc.
