Why Did the One-Armed Man Seem to Have Immunity from the Authorities?


When The Fugitive was able to figure out that the One-Armed Man was having some sort of rendezvous at a bar and called the cops on him, how come the cops let the One-Armed Man go? What did they see on his file that made them let him go?

And what was his connection to the cop who unexpectedly shot Gerard in the finale?

Did the producers ever explain any of this?

Just seen the episode and I'm confused as well.
It was an FBI code the he had the cops put into the computer can anyone explain this please?

Because the series was cancelled, there were several stories - including these - which were begun or hinted at, but were never allowed to be developed. We will never know why the "cop" shot Gerard or what his connection was to the One-Armed Man, or indeed what happened to him or to Kimble during the last gun shots before the final fade-out.

As for the other, if I remember correctly (it's been awhile), the One-Armed Man's FBI code indicated that he was in the Witness Protection program. So the implication is that there was a crime which he supposedly witnessed, which was more heinous (or maybe more high-profile) than his "merely" being implicated as a murderer of a doctor's wife. Not all people in Witness Protection are innocent... and we will never know what that "other crime" was, either. (It could be related to less-than-honest activities of Kimble's father-in-law... or not...)

Also, Kimble himself had already been tried and (wrongly) convicted for killing his wife, and was a fugitive of justice, besides. An escaped murderer is not the best source of information (ie, that the One-Armed Man was the *real* killer), even if We know better...

Ah that makes sense.
In the witness protection programme.
He could claim Kimble is part of the people who want him dead for the crime he witnessed.

Regardless now I know it was the witness programme and that's the reason he was on the FBI list clears a lot up for me.

It's been a while.
I thought it revealed that he was some kind of high level operative. That's why the cops denied ever seeing him at all.
