Who is the actress who played the short-haired blond in the bookie office?

Julianne Nicholson

She's in the credits as 'Bookies Agent (uncredited)'.

If you chuck her name into Google images she scrubs up not too bad. And she's Boston Irish so her accent was impeccable.

Her name is Sydney, she was my kids’ drama teacher back then and Brick Top is Alan Ford, my old drinking bud. . Both were in Woodford back in the day and Syd was co-owner of Allsorts agency. . If that helps
