Why couldn't they just release it as DDP instead of SMB2, and release the Japanese version.

I don't know, I was really drunk at the time...

Shigeru Miyamoto designed both SMB and DDP. He has stated that he basically made a new mario game but with the DDP license. So, it was just natural to make DDP into what it really was.
