Why did the first season have to be so horrible?

It's hard to believe that next year will officially mark 30 years since this iteration of the Fantastic Four premiered. And it goes without saying that the first season (including its sister show from The Marvel Action Hour, Iron Man) was seriously underwhelming, whether it be the animation, the music, or the writing.

Was Marvel at the time, working with a limited budget and/or rushed production schedule? Like I said, the animation that Wang Film Productions and Kennedy Cartoons provided was horrendously bad. And don't get me started on that admittedly catchy, but cheesy and corny as hell theme song:

It's hard to believe that this came out around the same time as Batman: The Animated Series, X-Men, and Gargoyles, which completely changed the game so to speak for superhero cartoons. The first season of Fantastic Four (1994) however, feels like it was a decade or so behind with its campiness and lameness.
