Is the ambulance driver familiar with the brake pedal?

I understand that having it suddenly rain big ol' bullfrogs would be shocking to anyone. But isn't the typical instinct when something startles you while driving to slam on the brakes? Instead, he just keeps careering around various turns for blocks and blocks before flipping the ambulance over on its side.

I do love this movie, BTW: I just found that a little odd.
