Wasn't Sebastian basically a prisoner?

Wasn't Sebastian basically a prisoner? I mean I know he managed to sneak out of the building but all the people working there were determined to keep him there. I can understand him killing people because then he'd be free, but he'd still be invisible. And there's no way he'd be able to live the rest of his life like that.
