Why no dvd?

I have the ancient vhs released by WGBH Boston for Masterpiece Theatre. I’m sure it must be missing a few minutes from each episode, as PBS was wont to do back in those days, to make room for their presenter and sponsor clips.

Did it really perform so poorly in the ratings that no one wanted to release it on dvd?
