Something really bizarre with the amazon prime version

I’m watching it now and when there’s moments of extreme violence the video quality switches to an almost VHS like quality that’s been recorded several times over. It lasts for a few seconds and then switches back. It’s super distracting. Is this normal? Wtf is going on?
