Is The Fumigator a mockery of Schwarzenegger?

The actor Dirk Von Schelburg is clearly German and Schwarzenegger is Austrian-Germanic (no offense intended to Germans, Austrians or Germanic people).

Fumigator is ridiculously close to Terminator.
