Too ethnic for Philadelphia?

I just saw a biography about her on YT, and the narrator claimed some local agencies stated she was " too ethnic looking", which I think was ridiculous considering the city's prominent Italian- American communities. But such was the mindset then, I have heard Greek- American celebrities mention this attitude as well.
