Who was more evil? Wah Sing Ku or Fouchet from Bad Boys?

Personally I say Wah Sing Ku was more evil. Because Fouchet's motivation was money. I think that Wah Sing Ku enjoyed killing more than Fouchet did. Which of the two bad guys you think was more evil?
