The Bush Presidents

I wonder if Patrick and James Cromwell’s character are supposed to represent George W Bush and George HW Bush respectively. Cromwell’s character tells Patrick that he will be President of the United States someday and Patrick was a really “wild child” like how W was in real life before he got into politics.
