why would Dewey and Gale think that the killer would be on those tapes at every crime scene?

shareHa, I dunno what else you want, that was their theory! Gale pretty much explicitly states it, something like “If the killer really is watching and relishing every moment, he’ll be on these tapes!” “He” isn’t, of course, so it wasn’t a very good theory, but that’s the answer for why they were looking at the tapes.
