Spoiler alert - accident or murder?

That girl's death, was that perpetrator who also, SPOILERS, died at the end by falling from height into that water, killed her by accident or on purpose?

Even so, he was still a bad guy in any case, right? Or just a deeply flawed man who has done several wrongs and even, if accidentally, caused the death of someone?
