Was that cop in on it?

SPOILERS - and if not, why does he later confront him as if he is a criminal if earlier on he got in touch with him to inform him that his wife was possibly kidnapped?

Or did he not realize who Kurt Russell's character was at that point? Or maybe he thought or realize he was an actual criminal who earlier on simply tried to falsely give an impression that he's not?
