Movies like this?

Back when this was showing regularly on TV, I remember a similar movie being shown a lot as well. I could have sworn one of the actresses was in it, because I remember thinking "this is a lot like Wish Upon A Star, she's in both" but nothing on their pages rang a bell. All I can really remember for the plot was there was a famous guy, maybe she wished for him to fall in love with her? It also seems like they were in a city. I think at one point one of the characters said "I hate the city, you can never see the stars" or something. Does anyone remember this and know the title? It's driving me crazy!
