Why did Shaker have Mullen change clothes at the gym?

I understand that he made him retrieve the locker key from the bottom of the swimming pool because he knew Mullen might be wearing a wire(which he was) and that he had him get in a new car that wouldn't have a car phone so Mullen couldn't call the apartment and tell the feds where he was going--same reason he told him to leave the phone in the locker behind--and he had him transfer the money into a new pair of bags because he knew the suitcases would be equipped with tracking devices.

But why did he tell Mullen to put on the cap and overalls? Was it out of the kindness of his heart because he knew the guy was wearing wet clothes?
Doesn't sound like Shaker to me.

well obviously he needed new clothes after diving in the pool

I agree with Dr. Stanley Harford. And you're right too. He deliberately put the key in the pool, so Mullen would have to dive down there, thus so any wires or whatever would short out, so the Feds couldn't follow him anymore. Same reason he insisted he use those new bags to put the money in, and a new vehicle. To guarantee he wouldn't have any tracking devices by which the Feds could follow him with.

Two reasons:

1) to dispose of any wire, and

2) to further confuse any law enforcement that might have been tailing Mullen. The FBI knew the clothing he was wearing and would have been looking for him in those clothes in order to keep following him.

reply

1) Because Mullen would have been soaking wet
and
2) So if the FBI were watching Mullen go into the rec center, when he came out he would look different and therefore they wouldn't know to follow him
