Who was the guy on the escalator?

Near the end of the film when Jose and Cole are arguing at the airport, Jose says he is just "following orders". As they ride down the escalator they see a man going up the opposite escalator who glares at them who they seem to recognize and Jose says "See--I told you--I had no choice"

Who is that guy on the escalator? One of the "future" scientists? I did not
recognize him????

Very early in the film, in the future (actually, the present), a big pudgy guard and a tall guard (this guy) escort Cole to the scientists for his first meeting with them.

He shows up again in the hospital when Cole loses it.

That's a hallucination. Cole had just taken his medication, so he was drugged, and saw the Prison guard in place of the security guard at the mental institution.
