Again, how was this not turned into a TV show during the 90's ???

Scanners basic idea had everything you need to make a TV show about it. Drama, crime, ethical and moral questions and excuse for a tense action scene whenever you want one. This thing had endless potential. Still does, in fact.
We had crazy SF shows like Baywatch Nights and Knight Rider and (really) dumb action shows like V.I.P. and Acapulco H.E.A.T. for years, people. Things that should not have worked but apparently did.
Again, how was this not made into a TV series???
Scanner Cop alone could have been a great pilot.
