I'm sure this has been asked before but was Miss Osie (the witch who got burned in this one) supposed to be the same witch as Haggis who summoned Pumpkinhead in the first film? I've always wondered whether they were supposed to be the same person or two different characters.

That's a good question. I wondered the same thing.
However, it really seems this sequel is along the lines of Halloween 3 in the Halloween series, it really doesn't have too much to do with the orginal. I think Ashes to Ashes picks up more where the first one left off.

My opinion, two different pumpkinheads, two different women, but the women do the same jobs. The are both guardians of the pumpkinheads.

OT: I love how haggis' hair is so luxurious when she turns around. Good for her for keeping up her appearance.
