The tracking device.

Hi, was just wondering, you know that tracking device that Agent Travers/criminal uses, how common are/were they in the 90s and how expensive were they also, can they be used partially like satellite navigations we have today?

Also, at one point, a map gets pointed at it and it displays it, did its screen have like a scanning device or barcode reader or something?

Was it also something that was supplied by Treasury Agencies?
