But I think there is more to it in general and I don't think the movie was either pro or anti incest, in this case, between teens who are brother and sister.
Maybe one of the points of "The Cement Garden" and maybe it was just telling a story as opposed to trying to make a point or wanting to be a message movie, is that people including teens can feel and be cut off the rest of the world and live their lives differently to normal people. And this can also include how they cope with family loss, in this case both of their parents, mother and father, and can deteriorate and end up feeling and being cut off from the rest of the world. And under the circumstances they can even engage in the kind of relationships that many would find abnormal and in this case, it is - brother and sister incest.
