How was Cooley able to get information?

Annette gives Cooley a note asking for details on Miller's transfer, routes, security levels, etc. Did I miss something or does the movie never explain how a rare book dealer has access to this kind of information?

Might have been Lord Holmes assistant, Geoffrey who we realized betrayed him and created the dinner party to get everyone together. Given that he worked pretty closely with Lord Holmes, probably had the connections to find out Miller's information and passed it off to Cooley as a middle man.
