I've read in a few places that Newsies was originally intended to be a drama. How exactly did it become a musical then? Whose idea was it?

Musicals were on the upswing, or at least Disney thought they were, so they decided they would adapt a slated movie into a musical. This movie , as well as two others I believe, were put up for consideration and this one was chosen.

Keep the main plot and story and then veer off with a number of musical numbers that also relay the drama and viola, you have a musical that has it's roots in dramatic apsects.
Pretty simple.
This one guy new someone at the studio, and he was supposed to be really good at writing songs, and the executives were like, hey, we'll pay you to write some songs that fit this movie, and the guy was all like OK! So he did.
