The villain turns into a cartoon at the end

This movie has been playing a lot on Pluto lately. It's not a bad way to spend a week night when you don't feel like looking for something to watch. It's funny and he action is well-done.

My only complaint is the bad guy - played like John Diehl - turns into a bad Joker knockoff when he gets caught and is on the run. He is calm, cold, and scary the whole movie. But the second the cops realize he's the villain and go after him, he is cackling, cracking one-liners, laughing, and running around like a maniac.
