First of all: Jack was nominated for Worst Actor for both Man Trouble and Hoffa in 1992.
Man Trouble was a total failure, bot among audiences and critics, and Jack was basically on autopilot.
Hoffa received very mixed reviews. On the one side, Ebert praised both the film and Jack's performance, while Leonard Maltin didn't like it at all. It also made less than $25 million, and was seen as a dissapointment. Since Jack played a controversial real-life character, (with a fake nose), would be an easy target for the Razzies.
