Why did she turn against Joe?

Why was Tracy so angry with Joe? He didn't know Criss was involved in the smuggling until he was brought out to the boat, then saw the "robbery" Criss set up so he could rip off the real smugglers. He and Tracy were involved before Joe was even aware of it. So how did he "use her" as she put it?
