Does Harvey Keitel's character really see himself too much in those men at the end?


I have read a review that said "Ultimately, he sees himself too much in those perpetrators" (and yes I know the 'r' word and whatnot) but I wonder, is that really true?

And when he repeated that line (basically said it twice) - "And she forgives you, hear that, she forgives you" - but is that reviewer sure for instance that the Lieutenant didn't simply repeat his line either for emphasis OR to make sure (cause sometimes people don't hear too well when only said once) his words are HEARD rather than it being an indication that on some level he relates to them, for whatever reasons (maybe because he also sinned a lot), although that could be the case also for those who are good or even decent at reading between the lines. (And in this film, besides the repetition of that line, there could be other factors to suggest this as well.)
