And that after escaping via a somewhat reluctant help from Keitel's character the legal punishment and the wrathful vengeance, they will never commit an act of sexual violence against anyone again and will more likely never sin in other ways and won't commit any other especially violent crimes, for the rest of their lives?

And let's say for argument's sake they may do something wrong, will they at least be roughly on some kind of alert and police system, meaning that, if they in any way repeat their offense, they are definitely going down and will be kept a close eye on in any case.
