To answer the OP:
"The name is Cable. Remember it!" Gambit later said the same thing but with his name instead.
The only reason why Cable even appeared in the cartoon was to cash in his popularity in the X-Force comics. They also had various Deadpool cameos but he never once actually shows up.
To answer the other question-her name is Candra she is one of the immortal mutants called the Externals. She has a great deal of history with Gambit primarily. The Externals were a group of mutants who would hunt each other down until only one would remain. The Highlander producers caught onto this and then Marvel had to end that entire storyline to avoid being sued for copyright infringement.
