I agree with some of what you said: I agree that there should be a big return to hand-drawn 2D animation in overall American animated films and TV shows in this day and age. I don't necessarily think CGI animated films/TV shows "look worse" than 2D animation because there are a few 2D animated works that look truly terrible. What I think is that there is WAY WAY too much CGI and it's nearly killing 2D animation. Drawing cartoons frame by frame on nothing but good old-fashioned paper and bringing characters to life that way is an ART FORM! You cannot, cannot, cannot, CANNOT destroy or attempt to destroy an actual art form such as 2D animation with advances in computer technology!
Don't get me wrong here, I, being a movie buff, LOVE CGI. I've loved it ever since "Jurassic Park" with those awesome full-motion CG dinosaurs and early works of Pixar such as "Toy Story" and "A Bug's Life." I just think that there should be either a petition or a nationwide movement to REALLY bring back hand-drawn animation to the American film and TV market. Yes, there should and always will be CGI, but I believe that there should be an equal, even balance of CGI and 2D animated entertainment,NOT one technological form of animation doing away with another.
