Does anyone find Miss Wingo to be a bitch in the episode "Doug To The Rescue"?

Was she totally oblivious to the fact that Roger was the one who was pestering Patti in her classroom, I don't blame Patti for getting upset over Roger pestering her, if I were Miss Wingo I would've just send Roger to detention because he's the one who was starting trouble, I would've also separated Patti and Roger if I witnessed any tensions between those two.
