I was just musing, how would his character Batman deal with an individual like Hayes?

Ironically, a Bat-man took care of him at the beginning of the film. The thug with a baseball bat burst in the house and beat Carter 

Boring but probably accurate answer:

Batman doesn’t bother with criminals like Hayes. He’d just hire Bruce Wayne’s lawyers to hound Carter Hayes for eternity.
