Why was that car towing guy a little after the beginning of the film so arrogant AND calm?

He spoke with PLEASURE about the IDEA of someone getting inside the vehicle to steal stuff from it, he derived complete JOY and at BEST indifference when the complaining customer was calling him "stupid" and saying that he will never get a better job in his life, he completely refused to understand the complaining customer and work it with him or even politely state to him that "By law, he is simply doing his job" and that legally and job wise, he isn't allowed to just let him leave with the vehicle if he catches him having it as badly parked as it was.

What made him so thick skinned and confident and also a little arrogant and joyful in a schadenfreude sort of way?

Oh and then SPOILER, on a DIFFERENT but slightly similar note - when, SPOILER, that Maniac Cop character kills and hangs his body on the hook of that vehicle towing truck of his, how come he wasn't even REMOTELY concerned (besides him being supernatural) that, even on a dark night, on an open road, someone even from a far could STILL see his hanging body?

Cheers.
