Tommy knew for sure Billy batts was a made guy. He still killed him, thinking he wouldn't get caught. Obviously, since he didn't think he would get caught, there was no reason he would not have been made.

Even if Tommy is a hot head and I disliked him very much, Billy Bats was extraordinary disrepectful.
