It's pretty obvious isn't it? Who would've thought that just a few years later, the real Hogan really would have jumped ship from the WWF over to TNT/TBS.

Good point! I was thinking this when I watched this movie for the first time since the mid 90s just last night!

According to Hogan's second autobiography him and Vince came up with the main story line and then it was handed over to screenwriters. I wouldn't be shocked if the Brell character was at least partly based on Turner.

Turner didn't own WCW until 1988 and this movie came out in 89. It likely filmed in 88. I highly doubt McMahon and Turner formed that much of a rivalry that quickly.

Actually they did.
The rivalry between Ted Turner and Vince McMahon began in 1984:
It all started when Vince wanted to purchase a timeslot on a national TV station to further dominate the wrestling world. He made an offer to Ted Turner to give him the slot that currently showed Georgia Championship Wrestling. Turner refused immediately.
Vince didn't give up and bought GCW shares from the Briscos and just took over. Then the so called "Black Saturday" happened (July 14, 1984). GCW Fans were furious when WWF appeared on the slot. Ted Turner was furious because first of all, Vince only showed some replays from other syndicated Shows at first and the ratings were dropping.
Turner then turned to GCWs successor Wrestling from Georgia and to Bill Watts Mid-South Wrestling, gave them two good slots on TBS which in turn made Vince angry.
Vince then sold his timeslot to Jim Crockett and his NWA-JCP in 1985 after Turner basically forced him to because with only showing replays and clips Vince broke the contract about original content for that time slot.

Ted Turner was also somewhat involved with JCP when the JCP vs. WWF war started to really heat up in 1987. When Vince created Survivor Series and showed it at the same time as JCP's Starrcade (and threatened PPV and CCTV carriers to either show Survivor Series only or never get another WWF show ever), Turner promised Crockett a chance for retaliation which came in 1988 when JCP aired Clash of the Champions 1 free on TBS at the same time WWF held Wrestlemania 4, which resulted in a very bad buy-rate for this PPV. No Holds Barred was filmed after that event.

By the time Turner took over JCP in October 1988 and made WCW out of it, he was already high on the hate list of Vince.
So it makes perfect sense that Brell is supposed to be Ted Turner.

I thought Brell was a proto-Mr. McMahon more than anything. Evil boss is probably an idea that Vince had floating around in his head for a while.
