Why do the balloons start to over-inflate when the Joker releases the poison gas?


It seems like the balloons would rise naturally when the weight from the gas in the canisters is released, but the balloons inexplicably continue to inflate, so they should be rising rapidly. But they don’t. They stay in the same relative position.
