Not to Steve but like how he treated people in general?

Not "kinda", he was a COMPLETE jerk. He was mean to Steve for no reason. Laura was annoyed by him, but at least he tried her best to be nice and treat him with some respect.

It is true that he often had a bad temper and could be too aggressive at times.
However, I can't agree that he was mean towards Steve for no reason.
As much as I (mostly) like Steve, he could be annoying to other people and didn't notice when they were sick of his antics.
To be fair though, it is not like Carl couldn't see when he had gone too far and apologize.
I suppose it could also be that his job was stressful and dangerous (being a minority cop). He dealt with lots of tough issues on the job. I suppose I understand why that would stress him out.
Still no excuse for taking it out on poor Steve.

I don't believe that being an ethnical minority was much of an issue to Carl as a police officer.
Only two episodes during nine years dealt with racism.
Just being a cop in general can be stressful enough though, so I can see your point.
