Confused about the dubbing

In the American version, it is clear that the actor's voices are dubbed, but it still looks like their mouths are saying the english words. Whats the deal with this, eh?

Sometimes they take out the thesaurus and make them say things that match with the actor / actress's mouth, and still mean the same thing.

There is a handful of English used in the film's original audio. Hong Kong was a British colony after all. Things like "okay" and "yes, sir" are almost always in English in this film.

I saw the subtitled VHS from Tai Shing and there are a few English words scattered throughout the movie.
