Actually, Petrovsky was not a contract killer, he was a KGB officer on assignment. The OAS were going after de Gaulle due to their desire for revenge, while Petrovsky's assignment was due to the apparent ambitions of the KGB Chairman. While you refer to a few similarities in the plots, (and Frederick Forsyth wrote both books) there are differences enough to preclude this being a remake of the Day of the Jackal. Plus the purpose here was to break up the NATO alliance.
Now, I concede that The Jackal with Bruce Willis and Richard Gere, was a remake. No doubt about that whatever.
