Would Maverick in real life, not be allowed whatsoever to attend TOPGUN?

Stringer, Maverick and Goose's commanding officer, gave a direct lawful order such as “you are ordered to land that plane now”. While Maverick may have done a good deed when he escorted Cougar back to the aircraft carrier, he still failed to follow a lawful order. Wouldn't Maverick also been most likely facing an article 32 hearing followed by court martial?
