I mean, when Rattigan threw him off his air ship, did Fidget drown in the water? Did he make it to shore? It would've helped if they explained this in the movie...

I think the filmmakers intended that he drowned, but there's no reason he couldn't have survived. If he could swim, that is.

Let me clear this up. Fidget is shown supposedly falling to his death after Ratigan threw him off his airship. Fidget was made for the movie and does NOT appear anywhere in any of the five Eve Titus books of Basil of Baker Street. In the November 2007 Vol. 17, No. 10 issue of Disney Adventures (with Ratatouille on the cover), there was a short comic that featured Olivia and Fidget going to see a rumored sea beast at a sideshow. Writer/artist Elizabeth Watasin clearly wrote that as a 'what if' adventure after the movie, assuming Fidget had lived and sided with the good guys. I own an actual copy of this magazine.
So, that's what happened with Fidget. We don't know for sure in the movie, but Elizabeth Watasin from Disney Adventures came up with that plot for a short comic. If you want to assume her comic is canon, go right ahead. Foreign comics also show Fidget surviving along with Ratigan and the events in those stories take place after the events in the movie.
Furthermore, Jason Kreis survives falling from Big Ben.

I couldn't find any other issues with GMD comics in them. I have back issues from the 90's, only two from 1992 and I was sure they would have mentioned something about the film's re-release. Thing is, the re-release happened in February and the two issues I have are in the fall. After all my searching, I discovered more about Elizabeth Watasin. She's still active and very successful! Disney films don't tend to kill off characters unless there is some sort of emotional significance to the story: think Mufasa or Bambi's mum. Whereas Fidget's fall into the Thames wasn't intended to be that kind of scene, I think it was just about him being removed from the equation. From that point on the conflict is simply between Basil and Ratigan. Fidget, dead or alive, is no longer important.
What I don't get is that Fidget said that he couldn't fly when it was clear that he could fly.
