When I was a kid the little kid or dwarf in this movie freaked me out

I don't remember which it is. I forget if the character in the movie was a werewolf dwarf or a kid. All I know is that I believe he wore a creepy mask that disturbed me as a kid. I don't remember much about this movie other then some chick getting naked in it.
