Did Khan simply want the Genesis device to terraform Ceti Alpha 5?

Is it on the same token however, heavily implied that Khan is immediately aware of the Genesis device’s potential as a weapon of mass destruction and intends to use it, or threaten to use it, in an attempt to subjugate one or more worlds of the Federation?
